20-30 fps in Frozen Cicuit on lowest graphics settings

I have played the campaign mode for a bit and I now notice how I bad fps when I get near places with activity. For example I get about 20-35 fps at Frozen Circuit in Albion system, where there is a lot of activity. Other places, like in the first system you are in in the campaign mode, I get as much as 60 fps.

But 20-30 fps... And this is on 1920x1080 resolution and with the lowest possible graphics settings, ie. AA set to 0, view distance 0, LOD 0, v-sync off, shader model to low, shadows off etc etc.

Below is my computer specs. Despite the OC cpu temps are not above 76°C on prolonged maximum stress tests. I do think I got a pretty nice computer, and still I get this kind of slow performance.

Is the games performance/optimization really that bad? Is there ANYthing I can do to get considerably higher fps in areas with activity?
