Hi, you really should have given all the info asked for in the Announcement on this forum, but I will let you off this time as I can see the issue from the error report.
You have mpegin.dll which is a MainConcept/Magix codec that breaks X3. Find and get rid of all instances of it on your PC and you should be good to go. We even specifically mention that codec in the Common Problems Sticky.
