Also you might be able to get a 2012 Win7 x32 VIA HD sound driver after installing Win7 SP1.
Check that you have no traders on any manual trade commands - if so stop them and then try entering President's End.
One other thing you can do is to stay out of President's End yourself but use another ship of yours remotely to look for an NPC TL with a station kit in cargo or an RRF race capital, either of which is behaving oddly such as stood still or just idling backwards and forwards. These circumstances have caused freeze issues in the past because there can be conflicting movement scripts on those ships.
Check that you have no traders on any manual trade commands - if so stop them and then try entering President's End.

It seems both my saved games, the one in this game and another save game (trader start), it plays for a couple of seconds then it freezes, I have tried to warp to a dock and sort it, but I dont have the time.
I have the latest sound driver, I just installed this OS again about 1 week ago.
I wont EVER update my Windows, its probably the worse thing I could do.
If I disable all the mods, it would probably all go away, but I have noticed the game wont use more than 1,3GB of memory it stays at 67% or 57% depending on the amount of programs I have open (the memory), is this a problem with the game or the engine itself?
Not sure why it would limit it self, I have 3.25GB of memory yet it doesnt use it, could I increase this some how?
EDT: I verified Steam Cache and 100% files successfully verified.

You should not have (too many) other applications open while playing X3 as it is often cpu-limited and you only have 2 cpu cores to choose from.depending on the amount of programs I have open
The standard vanilla game will use up to a bit under 3.5 Gb of memory at worst loading on a 64 bit OS. You will have lost much of your 32 bit OS max 4 Gb RAM addresses to your graphics card using addresses for VRAM and a lot of actual RAM for shared memory for graphics processing. Then your mods, drivers, OS services and any other 'amount of programs' will steal much of the rest leaving you with that 1.3 Gb max available to the game.the game wont use more than 1,3GB of memory

Egosoft has a very good mod & script community, I was hoping for that.

I usually have a webpage open, steam, and maybe open office (this is not very well optimised, I concede). This should not cause too many problems.
The standard vanilla game will use up to a bit under 3.5 Gb of memory at worst loading on a 64 bit OS. You will have lost much of your 32 bit OS max 4 Gb RAM addresses to your graphics card using addresses for VRAM and a lot of actual RAM for shared memory for graphics processing. Then your mods, drivers, OS services and any other 'amount of programs' will steal much of the rest leaving you with that 1.3 Gb max available to the game.
If you had noticed earlier it seems X3 TC wont hit the 2GB Memory use mark which Windows 7 32bit and if you had read the rest of my posts, you would have noticed memory usage never goes above 67% with everything closed, as I had tested this. My CPU never even reaches 80% either.

My machines ran Both Metro2033 and Crysis:Warhead both at high with 35~ FPS, with no overclocking.
I realise my machine is not the best obviously, but it seems you didnt even address the main point, or the point represented in the post before you.

1. It is entirely logical that the most recent device driver releases will be optimised for the most recent and updated versions of the OSs.
2. No argument there, it is just a fact that this forum cannot help you with 3rd party mod and script issues because we do not know their effects and requirements as the authors do.

4. I had indeed noticed that issue which was why I quoted it. You earlier said the game will not use more than 1.3 Gb, which as I pointed out is blatantly untrue on a vanilla set up on most systems. If your system (not the game) cannot use more than 60-70%% of your RAM then you probably have a RAM problem or memory recognition issue. I explained where your other RAM may be going, and I'm sorry if you don't like the explanation but I'm not changing it. Your up to 80% cpu reading is most probably one core 100% maxed out running the game exe and the other running (hopefully) everything else at 60% or less.
5. Why is 3.5 Gb usage to be considered a problem when the RAM is there to be used for that purpose. When and if the game runs out of available cache, it will flush it and regain some (possibly inducing a slight pause). The less RAM available to the game, the more frequent the flushes and pauses.
X3 is not Crysis or any other graphics-heavy rather than cpu-limited game and so I'm afraid that I miss your point there.
Remind me what the main point that I failed to address was? I have given you information about why your RAM could appear limited, which was what you asked. In post 3, I also gave you 2 possible in-game freeze-inducing situations to check for. You didn't bother to mention them again so did you look for them?
Let me know if you want any more help or I can just move on to other things.

The tips you suggest, that my VIA Audio driver was out of date, I already addressed that point.
There was heavy traffic in the sector, there was a TL with some of my stations on it (hired), I have no traders at all.
I did address Carlo's suggestion, that I wont update my OS, simply because it attempts to install a lot of crap (such a needless updates as malicious removal tool, and it causes comparability problems with older games and programs which I use, I don't want to use an virtual machine because they are inefficient, and I may as well duel boot if needed) I dont want on my machine, my OS I had to "acquire", because I am not willing to pay out of the arse for only a LICENSE, but that isn't the argument.
RRF units behaving "oddly", this is so ambiguous I am not even going to bother addressing,
It is not "entirely logical" that the most recent driver would be optimised for the most reason release of the OS, simply because all software that is newly released whether it be a patch or new version, will attempt to optimise for the version nearest (not sure if you understand what I mean), but then an OS update is released and it breaks software, and the drivers, it is with intuitive reasoning that I deduced if you keep the first service pack then things will be more stable.
My system has used 100% CPU and 99% memory before, it seems that X3:TC only has this problem, although I am going to thoroughly test my RAM again because I suspect is failing, although this is only the second program to have this problem, as mentioned it could be stress, but it would not cause it to use less or equal to 1.3GB (it wont break it at all), it would cause a PAGE_FAULT_IN_NONPAGED_AREA, or any other STOP code associated with failing RAM or mismatched index. I will test my RAM tonight, and have a friend retest them for me, although I will benchmark my PC to be absolutely sure it is not my system.
The affinity is set so it uses both cores.
There has been freezes when the UI pops in and out, I suspect it is the amount of scripts present, I will attempt to strip them to down to the most necessary, although I did try this earlier as an experiment and it had no affect.
