Um, no, it doesn't.
But this is not really the right place to ask. And if you'd have read a little, you could have seen that...it's said on the download page.
"Attention: This update is not compatible with the Steam version of X3TC! The Steam client will automatically update your game files."
And in the accouncement.
"Terran Conflict players who bought their game from Steam are reminded that their Steam client will automatically update the game and that there is no need to download the patch from Egosoft.com."
