I already posted this on another thread but felt neccessary to repost on a new one.
I'm not 100% sure this will work for everybody since I have no scientific validation for this, but it seems to have worked for me. Seems is better than nothing.

I noticed for the first time that in my Bios settings my Realtek Audio Onboard setting was Enabled. This was strange since the guy at the computer store when I bought my computer a year ago put in a new PCI Creative sound card a year ago. So I didn't need the Onboard sound to be Enabled.
(I also upgraded my motherboard drivers)
I suspect it was Realtek causing the stuttering. If you have PCI sound card check to make sure you disabled Realtek. Or even get another sound card that is not Realtek.

(Maybe other people can validate my claim by seeing all the people who play X:TC who have Realtek.)?
(I forgot to mention that maybe, just maybe some other people have a different problem than mine.

I was using an xfi with vista and i still had the lag. I took the xfi out and used on board and that eased the lag.
Ive tried with a fresh install of vista with no codecs installed and i still had the lag. The very first time i played the game i had no lag and it crashed a lot due to ffdshow and tbh im happy putting up with the lag as the game no longer crashes like it use to.

It is a specific problem but quite common too, maybe. If you have an add-on sound card it doesn't worth having bios utilize the on-board one (and force windows to plug & pray them), except of course if you use a program that can use them both like BPM studio or other dj stuff.
The codecs shouldn't be a problem tho, sound cards shoudn't install any codec with their drivers, only if they install some sort of player with their software.
ps: i'm not sure about XFi ... maybe EAX includs some stuff that conflicts with realtek chips.
