Framerate limiter

I was wondering if there is a console command to limit the framerate in game, with vertical synch on I'm capped at 60fps. But when there is heavy fighting going on, my fps drops to 25 - 30 and the drop in frames makes the game stutter a bit. Limiting the framerate would make it smoother overall. If there isn't a command like that in X3TC, could it be added in one of the next patches?

Maybe someone knows a application that works for many/most/all games?

The simple answer is no.
