Raoul Berghman is a pilot you meet as part of the Terran plot, and yes, she does have a tendency to try and dock aboard your ship if you're piloting a carrier of any kind. You just have to continue the plot and she'll leave at the appropriate moment. (e.g. when delivering the 200 Teladianium to Argon M148).
