Random unselectable Argon capital

Hey I was running around in the unknown sector east of PTNI when I saw a random Argon capital ship next to the Mercenary base there. I tried to target it but it would just keep selecting the merc base. What is up with this?

perhaps the cap ship is just moored to the merc base?

That ship is used by marines for training, and is part of the station
