My buddy is dieing to play X3TC but we aren't sure how the actual game will go. In the bench he gets about 33FPS with the settings on medium texture and low shader @ 1440X900

the CPU is fast enough, so it should be all right. The graphics are sufficient, as for almost all cases the CPU is the limiting factor.
The cpu is only single core, but it is fast and should be pretty good. TC can only use one core anyway, though it is true that a dual core helps as background programmes can run off it. As it's a clean install, just tell him to chill out on installing lots of audio codecs (TC does not like many of them). He could do with some more RAM, but it should be adequate given it is a clean install, and therefore likely to have less overhead than most.
Especially now that the most glaring of bugs are ironed out I say your friend should give it a go!
I run a 3.06GHz P4 Northwood, 4x512MB DDR400 RAM, and the equivalent of an nVidia 6800 Ultra. With 1.3 the game seems to run near-flawless (a bit choppy on SETAx10, of course) on all Medium graphics settings with EAX enabled. I also use a Sound Blaster Audigy 2 ZS card. Not using a dedicated sound card can really hurt performance.
Keep in mind that I use AlacrityPC to nuke all unneeded processes before I play, though. Oh, and I also use the Remove All Rocks script since I don't mobile mine.
Just as an afterthought, I've never encountered major performance problems like everyone with the SuperPCs have. Although, this computer seems to do stuff in other games it isn't supposed to be able to, so I don't know...
