Hi Everyone,
I don't believe that this is a sound related problem (at least for Vista). Due to the fact that sound is manipulated/rendered via software and therefore would be executed on a different CPU core. Here is a solution that I found for myself.
As you know, this game is primarily a single threaded game. I found that when running my AMD with cool and quiet enabled via bios my processor speed throttled down to a 5.5x multiplier at only 1250 Mhz. The fix was to change my power setting (temporarily) to high performance where the CPU was set to run at 100%. I now run the game at 1024x768 32bit color texture=high shader=high and all the other eye-candy turned on as well. Not sure of the frame rate, but definitely fluid. I mistakingly found the solution while running super-pi on another core while playing the game. This prevented the CPU from idling.
Please respond with your results regarding this procedure.

ATI 3870 X1 Graphics card (Not O/C ed)

I have high performance on my Vista x64 power options and a Quad core, whilst I do not seem to be as badly effected as others I do get some performance issues as described in the many threads on this sub forum (and check back on a daily basis for some news of a fix).
I also have increased the thread priority for the X3:TC exe which also helped a little, but considering my system 'does what bears do in the woods' to the recommended specs I would expect things to run a little smoother.
Don't get me wrong the game is 'playable', but there are occasions when FPS drops to >5fps and that aint right. Suffice to say I am exploring the trading side of the game atm.
