You still need to grind rep with the Boron to at least 6-7 to buy the dock. So if you decide to play through as pure Split, Paranid or Teladi using only their stations and ships, you have to play smarter and work around the disadvantages.

m pretty sure the hard 10 limit might not be the final answer. In fact, I slept on a few other options.
