Problem might be appearing when there's "cluster_black_sector01_macro" somewhere in the save. Because normal savegames without a bug do not trigger this problem.
cluster_black_sector01_macro is probably not coming from the vanilla game, must be coming from some mod.
Anyways that particular parsing issue is fixed by the another contributor, update released, and shady-search can now safely bypass such issues, and treat such sectors as unknown.

The bug report refers to a save I provided, and it is vanilla game save without modified tag. So no mods.

New 7.50 beta 2 patchnotes just dropped:

Fixed Shady Guy characters sometimes not existing in base game sectors if DLC was installed.
Beta users can quickly confirm this via the shady checker script?

It works and adds shady guys retroactively, but it doesn't add them to 'extra' sectors added in patches (like CEOs Doubt in 7.0).

The script for the retroactive fix appears to miss the edge-case where a shady guy is spawned by the Curs mission in an otherwise shadyguyless universe.
If this is the case, it won't repopulate the sectors because it sees there area already shady guys and assumes they were already spawned.
