I think for backgrounds we can use the dds without mipmaps, mybe it is even better so to force the engine to always use the bigger resolution map. Mipmaps are probably needed when we adress the planets and all those objects that change size when you approach to them.
I do suspect that mipmaps are responsible of some weird things, take for instance the yellow planet in Albion...it is..well..terrible!!! very low resolution of the cloud layer, either is the file too small or the engine uses the "wrong" mipmap, indeed if you look at it from the distance it is ok, but close to it...bleah!
