does DevNet focus entirly on X2 or is it for all things X?
And the user levels, whats the deal with them?

If you haven't done so already, sign up for DevNet in your forum Profile. If you are prepared to put in a lot of work and think you can convince Egosoft that you have the skills and time to help out, then find the NDA in the DevNet pages, sign it and follow the instructions on how to send it to them, along with a covering letter.
