Terrforming change request

If I could change terraforming, one big thing I would love is to remove the need for the HQ to be present in the target sector. I don't think it should require the HQ at all, just a regular wharf.

On top of that, I don't think the wharf supplying drones for the terraforming project should have to be in the target sector at all. It could be a few sectors away, making drones which fly the rest of the way to the planet being terraformed.
