Diplomacy feedback

I’ve had fun with some of diplomacy features (procuring AGI parts without having to farm them myself is a huge improvement) but there’s some missed opportunities.

-instead of requiring the PHQ to get access to agents the first two agents should become available during the hatikvah questline. They wouldn’t be able to do the major diplo interference missions without the installation but they’d still be able to procure inventory items, negotiate trade deals, steal blueprints, etc. decoupling them from the phq would also let you use agents in various other missions (especially faction wars) and questlines. Diplomacy tech would just let you use more agents and unlock the major diplomatic stuff.

-there should be an espionage mission to procure military ships you don’t have the licenses for. No particular reason, just want a new way to steal split/boron ships while playing argon.

-there should be an option to start custom saves with protocol null already active. Preferable without needing the installation or dal busta. It could just be a game rule like the one that disables the highways. Right now the diplomacy stuff isn’t available as a research option and I haven’t even had a chance to see protocol null in action and would like an option to start in a more active galaxy.

-agents should totally be able to rob the Aurora casino with the right inventory items.

I have the option to start a new game with the null protocol enabled (is under the story state menu), so if you don't have it, maybe something is wrong in your end. But thinking about it, I'm also have problems in the budgeted start with already unlocked story checkpoints appearing as locked, so maybe is related.
