Resupply ships - maybe they should stock Get Supplies ships if they have enough resources?

This would gate automatic resupply to auxiliaries which I get you seem to want, Devteam, while expanding them to support secondary auxiliaries like the carriers and crucially Hyperions. You'd need a buy resources filter that only targets spare resources from auxiliary ships. It would make supply docks more available while retaining that we need auxiliaries.
