FPS consistently dropped to 20 in specific save

In one of the saves FPS never goes above 21. It happened suddenly, without any meaningful factors like increased amount of assets in space, settings changing, etc. FPS consistently low even in small spaces, in F2, etc. FPS before was around 100. I tried loading other saves, no FPS problem. No problems with other games.

Just searched the forums for my latest issue, which is that whether I am modded or not, my game now runs at 21 FPS mainly, with occasional jumps to the 30's. This started sometime around the 7.0 update. It's been playable for a bit like this, but now that I'm expanding ships/stations it's no longer playable.
I've been playing this game for YEARS and run consistently above 70-100 FPS before on this pc, even on my older PC I had double the frame rate as I do now.
ryzen 7 5800x with a 3090, 81GB of ram.
