"Get Supplies" order fills part of cargo hull and fails.

1) "Get supplies" order only buys up part of required materials and then fails with "Not enough space in cargo hold" error. Certainly there is enough space and player can manually transfer/buy rest of materials.
I'm pretty sure the issue is represented for all "build methods", but tested only "Universal" and "Closed loop". Also bug affects both carriers and auxiliary ships.

To reproduce there are 2x Zeus E in "Unassigned" list. "MDL-238" one has empty stock and on "Get supplies" forms order chain where "Energy cells" procurement cut by nearly half. "JVD-825" carrier already possess limited materials "Get supplies" may provide and will throw error in if "Get supplies" order received despite enough room for more Energy cells. Of course there is ocean of free Energy cells right in the sector.

2) Switching global "preferred build method" does make appropriate switch in "Individual instructions" of each affected ship, but it doesn't actually switch list of materials to work with. To make it happened player with "use global setting" checked in has to turn off/on the setting.
