Can't get Long Range scan to work

I select LRS but hitting the R key does nothing. Where is this hotkey set?

LRS charge button is same as fire secondary weapon button.

You have to hold secondary fire for a couple of seconds to charge then release.
You'll see a blue haze form outside the ship then release.
When it bounces off objects you will see circular pings.
