A little late to the party but I agree there's some dumb behavior here.
I have a simple M with an M suborinate/wingman helping to guard a sector I'm hand-holding while a defense station gets built. Sometimes I want them in a fight, sometimes I want them protected. I tell the leader to dock and the intuitive behavior would be for his wingman to dock, too.
Hell, if that's too much trouble how about just having a "Fleet: Dock" or "Squadron: Dock"? The former would try to dock the entire fleet, the latter would dock the given ship and any subordinates under it.
Really doesn't seem like too much to ask.

Since you said M ... I fly M ship personally. Quite often I have to wait for queue of NPC traffic to clear before I get to land at the only M-pad of NPC station. If I had entourage, I might have to wait for them all to dock too before I can call my ship back from internal storage for takeoff. Have you any idea how far I might be before the last of the escorts manages to undock? (Yes, you can note that player is a reckless pilot, but NPC Katana can dash fine too.)
Escorts can have their own escorts, which in turn can have their own escorts, and so forth. Some orders affect only the ship, some recurse the entire branch. That is, even some the current orders behave other than intuitively (in addition to your dock issue).
I don't say that additional dock orders would not be convenient, but I do say that there are multiple ways to implement them and more importantly, as long as the NPC factions do not make use of the possiblities efficiently I don't want to have them either.
(Have you ever slaughtered fleet of Terran Tokyo? All those awesome ships? Hapless and helpless.)

If you want the entire squadron to dock just use shift to select the entire group and tell them to. You really don't need a special command added for that.

And what happens when you order the fleet commander to do something? The escorts remain docked waiting for an undock order... Then you remove their dock orders before giving the order. Which you can again do with shift-select and the "remove all orders" command.
