Suggestion - capital ships launch flares to protect surface elements

Right now fighting capital ships in a small or medium is too easy, because surface elements only take 2 -3 heavy swarm missiles to destroy. I noticed capital ships will launch flares whenever the hull is targeted by missiles, but not when the missiles are locked onto a surface element, if flares worked to protect surface elements, then fighting capitals in a S or M ship could be more of an interesting challenge.
