Hello! New player here. I'm trying to have a basic understanding of the game mechanics and in the couple of hours I've been playing around I've seen that the more I attack the Xenon the more enemies I see around.
I'm wondering if this mechanic scales up to the point where it's imposible to keep them from destroying basically everything?
Also off topic, do I make an economy stronger if I buy ships from it or trade with it?

Welcome to X4.
The Xenon will rebuild, much like other factions, when they loose ships. Even when they don't loose ships, they're constantly rebuilding. So, unless you're just trying to weed eat down their numbers a bit or general fun, this is normal gameplay from my perspective.
As for making the economy stronger. Each save game is different. Look for stations being built and give them the resources they need to complete their stations. Over time, the economy will start to take more form as time goes on.
I'm not the best player though. Someone else might be able to give you more details and information. Nonetheless, there is no "win" in X4. A win is whatever you deem your sandbox to be. Either that taking over the universe wiping everyone out, claiming a sector or having a monopoly on something.

The Xenon do not scale at all. It is a huge problem as late game they become a pushover compared with the player who can scale as good as infinitely.
If a cluster falls, the other clusters might become stronger due to ship stock being reallocated to them. I am not sure of this. This is still limited in maximum strength, they will never start spamming XEN I everywhere.

Pretty much this. The other factions will eventually invade most of their space, or even destroy them completely over time. I actually took out entire sectors and put defense platforms in them (this triggers a response from them, where they invade that sector and start building their own DP). But for some reason, the resources needed for station construction are not being delivered and their new stations never finish building

In nearly all X games you have freedom to do what you want.
Go pirate, Trade or defeat the Xenon.
Explore the universe, ...
The only thing that this game is lacking is a storyline.
At a certain point your progressed in the game that it gets boring.
You will also notice that the more powerfull you get, the more things will go automotics and you will stare at timers and stats ...
Eventually it gets boring because there is no threath to you anymore.
There is no winning here. Do whatever you like. you will only lose time etc ...
Go pirate, Trade or defeat the Xenon.

This is why the game needs to be more challenging and have more obstacles to overcome. Reduced payouts are a step in the right direction. The longer it takes to build your empire is that much more time to play before the boredom sets in from nothing left to conquer. How many do you believe play the game as RPG? Try to pick the Paranid start, do the PHQ missions and join HOP. Stay only in HOP space as much as possible, do only HOP missions. Let me know if the game is "easy" after that as you describe. Is not. Money are hard to come by and if you join the war against ARG & PAR game gets even harder.
At least for the significant majority.

If you join Hop then you can capture all the other factions ships. Destroyers are easy to catch. Medium frigates bail frequently.

One way to increase the challenge of the game is self-imposed restrictions. Set a rule for yourself, for example, that you can only build stations in unclaimed sectors or sectors you own. Set a limit as to the number of stations allowed in your sector, and the number of production modules allowable per station. That way, there is much less potential for run-away expansion without actually conquering territory.
