v2.5 Xenon Wharf Stalled for too long a period

This is my Latest Save .
On loading open the map then check the Wharf in Scale Plate Green it has now built to a queue length of 21 gradually increasing over the last week...and as you can observe there are plenty of Miners and Power ships available.
So i'm hoping you can check it out and find out the reason...I did destroy all miners in one foray into there a while ago .....

Also this latest save you can test your station spam removal tool .. Trinity Sanctum III still the worst with over 500 now, Grand Exchange IV , Argon Prime and now Hat III

Of interest too you may be able to determine what has has happened to the lost combat units of ANT/ARG and HOP ( war appears to have stalled apart from HOP and the Crippled PAR )

The queue built up to 26 ships and at that point there were 10 Miners in sector another 2 turned up from another wharf and started suppling the Scale plate Wharf again and now m/s ship building has started again the logic about whether to prioritse defense stn construction/Ship Yard supply/ wharf supply needs looking at.

do the xenon still have a solar plant in the same area? I've blown them in 3/4 xenon areas in mine, they can't rebuild it because they have no stock pile of energy cells other than the wharfs and shipyards. they eventually run out of energy cells and their ship production grinds to a halt in those areas. The remaining functioning xenon sector will send "energy" S ships out to the broken ones, but they don't have any cargo so they're just cluttering the sector. Even if you didn't blow em, it's possible one of the NPC factions did. If you find a "xenon factory" construction site, not a defense platform, that's where they're wanting to rebuild the solar plant.
