A factory with shipyard.
Built extra medical supplies, storage and accommodation and workforce increased from 3.1k to 3.6k over several days or so. Accommodation available for 6k.
Noticed today that the workforce is down to 1.6k. No idea why.
If AI have been building ships, despite the ‘restrict orders with other factions’ being checked for the ‘ship maintenance bays’, does the ship crew actually come from my workforce. At one shipyard HOP have 25 ships queued (no ship trader though); and I have seen 9 Odysseus + constructors queued. So it all adds up I suppose.
Why does the workforce fall ?

Yes, ship crew comes from workforce. (Same thing with AI shipyards, that's why they need workforce supplies even though they don't have production modules)

Sacked the ship trader and the workforce is rising again.
Do hope the 'stop other using my shipyard' button is working in the next patch.
A bit disappointing that it is not (and has not been quickly patched), really.

Or maybe add a way to buy/ferry (TL transports would be ideal) the workforce to restock it.

Yes treating workforce as just another ware would help.
I would still like the option to (actually) stop other factions using my shipyard.
And get paid when they do.
