1.21 bug Station miners dropping cargo when station has no money

I noticed that my L size miner, even with cargo holds filled to the brim with silicon, never drops off the full amount at the station it's mining for. Sometimes it dropped more, most times less at the station. When I transferred money to the station, I noticed that the amount the miner drops at the station increased and when I removed all money, it didn't drop anything.
My guess is that the station technically buys the silicon from the miner but nothing gets deducted since it's the player faction. If the station can't "afford" the trade, the miner drops cargo until the station can afford what's left.
