Let Kha'ak and Xenon raiders use anomalies (Suggestion)

One of the complaints I keep seeing is that there's a serious lack of hostile encounters pretty much everywhere in the game after the initial set of ships get killed off. I understand the reason for this, that all ships are built instead of spawned in, but the result of this is that in the past two days of playing I haven't seen a single Xenon outside of sectors immediately adjacent to their territory, or any Kha'ak at all. It seems like the few forces they are able to muster and attack with engage in the first available combat upon entering faction territory and don't get much further before being destroyed by local forces. This, for myself and many other, makes the rest of the universe feel very flat, safe, and uninteresting, and it frankly loses that X feel for me. So, I've thought up a possible solution:

In the lore, the Khaak and Xenon have generally had a very good grasp of technology, especially "weird" technology like the gate network and jump tech, often far in advance of the various races. Building off of that, it stands to reason that they'd know a little something about the anomalies now common in Foundations. An advanced understanding of these phenomena, at least compared to the factions, could allow them to use these "hidden pathways" to infiltrate faction territory for raids without having to Leeroy Jenkins into full fleets waiting in Hatikvah. This could allow for the appearance of enemies far from the front lines without violating the "all ships are built, nothing is spawned" rule, as the ships would have to be built and sent off first. Also suggest limiting it to raid-sized forces ranging for a few Ms and Ns to a couple Ps with fighter support. Not whole xenon armadas suddenly appearing in Argon Prime :p

I think this could also be beneficial to the dynamic economy by increasing attrition with NPC traders and miners, which currently seem to have no "natural predators," thereby increasing shipbuilding demand and providing the potential for temporary supply bottlenecks.
