[BUG] Satelite coverage mission - coverage reduces when adding satelites

I've seen this several times now.
When adding standard satellites inside the missions sphere the overall coverage goes up and down.

It also doesn't seem to be consistent whether the satellite will be owned by you or the mission each time one is placed.

Even outside the mission zone, at least in 1.0HF1 (I haven't tried since), placing probes while you have a mission to place probes (not sure if the mission has to be active or not, mine was) causes said probe to be owned by the mission faction.
