Someone posted almost a year ago, that they also couldn't launch X-R through Steam... Their solution ended up re-installing the Steam Client.
Depending on the issue, you might be able to leave all the games alone when uninstalling (so you won't have to re-download everything).
PS, I never checked, but is it possible to start games bought/installed via Steam, without the client? In other words, run the game executable directly.
In the OP's case, it might more o do with Steam failing, without "realizing" it, some check part way (in starting the game or verifying files)

The issue is Steam. In the past, when I lost online connectivity, it kills the game I'm playing through it. Basically, when it can't authenticate, it won't let you play. And it was only afterwards, they allowed you to use Steam offline, without first being online to authenticate and THEN use the "start Steam in offline mode next time" option. Right, I think we seem to be getting some where.

Any idea how to fix this or is this normal as it's only .exe file?
Also tried uninstall of Microsoft Visual C++ 2010 x64 Redistributable - 10.0.40219, restart, reinstall but problem still remains.

The top 6 dlls in that 'cannot find' list that you linked are files included in the Steam gamefolder for Rebirth. Make sure that those 6 dll files (the 64 bit versions) are present in the folder here: Drive: etc \Steam\steamapps\common\X Rebirth\
What you can try if they all seem to be there is to rename all 6 dlls to ****.bak where **** is their original name without the dll extension and then verify the Rebirth gamefiles cache again.
Also it may be worth checking that you are not using old local cache versions of those files rather than what is currently in the gamefolder. See if your system has duplicate versions of those files stored somewhere in say such as Windows, Temp.

I have looked over files trying to find if I have any duplicate versions (even check the C drive, just in case) but can find none.
I have 6 .dll files. Changed them to .bak and ran verify. Got a pop up saying something along the lines of 6 files missing and they have been reacquired or words to that effect.
Restarted and still have the same issue. Any other ideas or help beforel I go back to playing X3:AP?

If the game cannot see those files while they are very clearly in the Steam Rebirth folder then that may mean that game is not using the Steam Rebirth folder as its 'working directory' but is looking elsewhere. That used to be a frequent issue where a desktop shortcut was used that did not define a working directory or used the wrong path for it. If you do use a shortcut to an exe to start the game, look at the shortcut properties, shortcut tab, and see what the 'Start in:' box contents are.

Did you uninstall Steam itself or just the game?
On a different note... I sometimes randomly have the game start up minimized... and simply clicking on it doesn't do much (you can HEAR it, but not see it), had to click on the task bar, then alt-tab OUT of the game... and finally alt-tab back to the game. not sure what that's about.

Have just done a full uninstall of steam (including all game files / saves etc) and reinstalled. Same problem.
Also shortcut on the desk top uses the URL:

This is very odd! Did Steam install the gamefiles where they are now or did you perhaps install them and later move them?
Have you tried toggling the use of the Steam overlay for Rebirth? ( A tickbox in Properties, General tab.) While you are there, what Startup Options are set up for Rebirth? Are you registered to use any beta versions at present?
Lastly, have you run a registry cleaner and a disk clean-up facility any time recently?

Was playing with the .exe file and changed it to run in compatibility mode for windows 7 and clicked the tick box to auto start in admin mode as well. Had previously only tried right clicking and starting in admin mode via the .exe but this did not work. Also tried starting in compatibility mode before as well but also did not work. However the above combo seems to.
Now every time I launch the game via the .exe file I get a pop up stating steam is verifing the game files, then an admin pop up reqesting if you want to let X rebirth make changes to your computer. Clicking yes then starts the game.
Oh! also ticked the box to add 'X The Space Opera - Per Musica ad Albion.' - a 4.4 GB download. So could also of been this that helped fix the issue??

Granted, I have Win8.1(pro, media, blah blah).,, but I didn't have to do either of those. Win7 has been around for enough time that you shouldn't be the only one having this problem, if it were the case. Possibly a flurry of complaints and threads on the matter even.
It could be something else causing the issue.. but, for the time being... It works, and that's all that matters?

At a guess the problem isn't that Blackknight8x is using Win7 (I am too, and don't have similar problems) but that the problem lies elsewhere and the solution he's come up with just happens to solve it, for indirect reasons rather than direct ones.
It's great that it works and that Blackknight8x can play, but it would be good to know what the underlying cause is so that we can come up with more consistent advice for solving it.

I wonder how old the OS installation is and possibly what else has been installed/uninstall/deleted from the system. Perhaps what Alan Phipps said could've gotten to it.
If I had suspected my installation was borked for any reason, I wouldn't hesitate to do a fresh OS install (I know, it ain't for most people for various reasons).
