1.17 - joystick mapping stops working after exiting highway? [Q&A CUI-7]

Since 1.17, when I exit a highway, joystick mapping stops working so I can't move. Keyboard continues to work fine however. I have to reload a saved game and it works again (no need to exit the game completely). Happens only when exiting the highway and I had zero issues prior to last patch (steam patched my game November 23?).
