Need help: Mouse wheel sensitivity for engine throttle

Is there a way to change the sensitivity of the mouse wheel? For example, with one "click" of the wheel the engines go to about one-quarter power; I can't seem to make the ship crawl at a snail's pace when I want to, same with the keyboard controls.

At one time, I could get just a sliver of power on the throttle, but now I can't seem to get that back. I checked mouse properties within widows and tried to change the number of lines the wheel will move per click, but that didn't seem to make any difference.

The odd thing is (which I just figured out) when I use the keyboard it accelerates to about one-quarter throttle (same as my mouse,) but if I then use my mouse to slow down the ship, the mouse wheel doesn't quite put the throttle at zero, but just a hair over it (I then have to use backspace to do an all-stop.) So in a way, I guess I have the "snail's pace" that I was looking for, though it's not very elegant.

sometimes after i stop the skunk over mouse wheel, i won't be able to throttle forward again.
just backward will still funkion with the mouse wheel.

to get forwarding throttle with mouse wheel again, i have to do some middle klicks an a couple of left klicks while scrolling the mouse wheel... after some indefinable actions like this the forwarding throttle will funktion again over the mouse wheel.
