I built a new computer recently and reinstalled X3TC and AP on it through Steam. Whenever I start them up they work fine until I get to the main menu, then the music becomes this blasting static hiss. I've looked around the forums here and saw that X2 had similar issues, and that general X3 sound problems were caused by certain codecs, namely Haali which is one I use.
The interesting thing is that my old machine I had X3TC and AP installed on had the Haali codecs and I never had any problems with either game. I'd post a DXDiag for that one, but I haven't put it back together yet.
Regardless, I've tried a few things to get it to work, like uninstalling the Haali codecs and replicating the install path of X3 that I had on the old computer (both Steam and X3 were installed on a secondary storage drive so I thought that would change things, no luck), installing the latest drivers for my sound card, and a few other things that I can't remember. I'm kind of at my wit's end with this, because I need my X3 fix and I haven't been getting it for some time now. @_@
EDIT: Another note, it only seems to be the music. Most sound effects and voices work in game. If I start a new game the music in the origin system is fine and the voices and sounds work. However, if I go into any other system I get that static and the sound effects don't work, but I still get voices just fine.
Any help appreciated, DXDiag to follow:

Same issue here.
I am having the exact same problem. I have a 1.5 year old pretty awesome gaming rig, but it can't handle the music in X3TC or Albion. I was getting ready to post a new thread about it, but Yoko beat me to it. Is it the RealTek sound? My mobo (MSI Big Bang XPower) came with a really good (according to reviews) discreet PCIe Realtek soundcard, so I am using that. No need for a new discreet card.
Anyway, I keep reading about how awesome the music is in this game, but as it is, I can't listen to it. Any help would be appreciated!
EDIT:
Deleted my DXDIAG, since I found the solution in the "Common Problems" sticky. Geez... Anyway, if you are having this problem, go up there and read it. All you have to do is disable ffdshow for X3. Easy!

The Haali codecs, which are still in your DXDiag report though you say you've tried uninstalling them, would still be my first candidate. Unfortunately the fact that they happened to work on your previous PC is no guarantee that they will work on this one, and this is supported by the sheer number of people who have reported problems with them.
The only other codecs I can see on there immediately that are in any way unusual are the Zune ones. I've not heard of any problems with them before, but then again I've not seen many DXDiag reports in which they appear either, so removing them has to be worth a try.

Hey CBJ, thanks for the reply. I don't think the Haali codecs were the problem in this case as I saw another post about a similar issue and the person did not have Haali in their DXDiag, nor did Chunkhead before he deleted it.
In any event, I went against my own thinking and installed ffdshow. Started up X3AP and the sound is fine. No missing voices or sound effects, no static or distorted music. I don't understand what's going on here, but we'll see if this holds up.
Just a note, I just installed ffdshow and DID NOT do the steps to disable it for X3 and everything is working fine. I think my total confusion is overriding my excitement at being able to play again. O_o

At a guess what has happened is this:
You had a sound codec issue (probably but not necessarily Haali) that was causing the constant hiss because some application codec writers take shortcuts and write them to look like, and be selected as, the actual Windows Media Player codecs (that X3 expects and needs) so that their own applications do not need codec managers and installers.
Then you installed Ffdshow and so are now using their codecs because they also act in the same way unless prevented from doing so (at least they cared enough to build in a disabling tool). No hiss and everything works for now with the Ffdshow codecs.
The problem is that you may reach a point in your game where a set of circumstances occur and the Ffdshow codec takes too long or returns something the game does not like because it expects to be using the true Windows Media Player codecs. The result is often a game freeze or CTD. The same can happen if you install or uninstall something else that causes a reshuffle of the codec lists.
I suspect that if/when that happens and you disable Ffdshow with X3, you will end up back with the hiss until you remove the actual codecs that were initially 'pretending' to be the Windows ones.
Just my theory though.

An interesting theory and something that I've been thinking about since the moment I "solved" this little problem. Hopefully whatever circumstances that is allowing this to work stay the same. If and/or when indeed that scenario does come to pass I'm sure I'll be back in search of another solution. In the mean time I'm attempting to steal a Split carrier. Wish me luck. =)
