Problem in The Terran Plot

Hung up on Terran Plot mission.

I am playing on the Impulse digital download of X3TC 3.1. My problem is in mission the Terran Conflict, Split Espionage and sabotage eyes and ears. When told to "build: satellite in Family Zyarth", I deploy the Advanced Satellite and confirm it is in the Family Zyarth Space. The game continues to direct me to "build: satellite in Family Zyarth", although The Advanced Satellite is placed. cannot progress any further in mission. Where am I going wrong or is this a bug in my download?P

Yup forgot the Brass. BUT.

While waiting did a lot of scouting, capping Dukes, got a couple MIL.
SO... after that time out, did full scan of system, landed at every station with found Skate Proto, and room N board waiting (life suport), No-one boarded.

I there a way to re-set mission to keep getting the Terran bonuses or is it re-start the game AGAIN. Need a passenger liner?
Sold ship to get past xenon sector, ship too slow.
Can I edit a file?
