I'm assuming that this setting should enable/disable the ship computer telling you the full name of everything that you click. Is that the case?

If it is, the setting doesnt work, since the flight computer will verbally identify every mouse click with it disabled. Rather irritating since I can read

No, it stops it from giving you lengthy explanations about everything - names of targets are still announced.
