Ok, haven't played for a while, but this is new to me.
Occurs just after starting to build a new module on my station.

Is it something to do with when the CV can't build due to traffic.

Yes that is correct, it usually disappears one I leave the zone and CV starts building.

Exactly this. Although if you leave the zone, building will start regardless.

This means, that there are ships in the building area (indictated by the box size) As soon as there are no ships anymore in the box, the CV will start building the station.

yes, it was a recent addition in beta. Very Welcome by the way!! and it works like a charm because sometimes I was too close and backing away I could see it dissapeared and the architect started building.

Egosoft is now adding all these small details that help a lot to know what's going on, loving it.

I had a freighter inside that box area, it moved away from it on its own and the construction started.

I'm guessing the idle npc ships will do the same, so its a nice change.
