Move pilot to new ship, special command problem

I am finding it impossible to transfer Mk3 pilots using the special command software.
I have searched for instructions and none of them have worked.

I have a Special command software for both freighters and have tried to move the pilot by using it from each ship, targeted to itself and to the other ship.

The problem is it only brings up a selection for one ship, then the station to switch at, it says command accepted, neither ship moves. (i am in a third ship in sector by the way in case that matters.)

Anyone know of actual instructions for this, by people who have actually done it? Am I correct in thinking the Trade Mk3 software will be moved by the "move pilot to new ship" command, not by myself?

The ship with a pilot, must be docked at a station.
the ship that the pilot is to be transfered to, should be close by floating in space.
run the command from the docked/piloted ship.

Ahh, thank you, i was under the impression that both had to be in space.
