Steam overlay not working - Fixed by XP Compat mode.

The Steam overlay does not come up for me when I try to activate it in game. It works for all my other games, just not X3TC. The Steam screenshot function (F12) doesn't work either (the X3 screenshot key F9 works fine though). Has anyone heard of this happening? The only thing I found when searching for this issue is a post on the Steam forums from someone having the same problem, however that post is old and has no replies. My friend also has this issue of not being able to bring up the overlay, and he has X3AP. We play a lot of other games together and use the overlay with no problems. When either of us are playing X3, we have to alt+tab out of the game to use Steam chat.

The Steam troubleshooting FAQ pointed me to this site as it isn't a Steam problem regarding billing, activation, or error messages.

I've gone through the settings mentioned in the Steam FAQ regarding the overlay. "Enable Steam Community In-Game" is checked, I tried remapping the overlay to a different key combination but that didn't have an effect. I'm not using any mods. Game is always kept up to date. I have no other issues in the game itself.

Can you provide the info as described in the 1st post in this forum (dxdiag etc). It will help anyone looking into the issue.

In addition, your friend with the same issue in AP may also want to open a new post.

Thanks for the quick responses. Regarding that thread you linked, I do have the "Intel HD Graphics 3000" chipset however I'm on a desktop, not a laptop. Not sure if that's relevant or not.

Here's a quick summary:
  • - I have verified the integrity of the game cache.
    - Steam client is set to auto-update, and is up to date. Same with X3:TC.
    - I don't have any background tasks running while I play.
    - Tested in windowed mode as well as fullscreen.
    - Checked the game control settings. Nothing is bound to shift+tab - I use the default controls. I also tried changing the overlay key to ctrl+tab and then F12 but it made no difference.
    - Watching Task Manager while launching the game, gameoverlayui.exe isn't being loaded like it does with all my other games. That explains why the overlay key doesn't do anything.
    - Trying to manually run gameoverlayui.exe does not load it. Steam must have it set up to prevent that.
    - Windows Update is set to automatically check for updates, and is up to date.
That's all I can think of. Let me know if you need any other information.

You said you'd checked the steam overlay FAQ here:

1. Did you ensure the steam overlay was individually enabled in the steam properties for TC and AP, not just the steam client settings?

2. Have you disabled all software firewall or anti-virus programs and retested?

3. Do you use any software that's known to cause issues with the steam overlay, as listed in the steam overlay FAQ?

4. Have you considered a driver update for your video card, as it's over 6 months old now?

5. Can you disable the on-chip graphics via your BIOS?

I have the overlay enabled per game as well as globally. I use Microsoft Security Essentials and Windows firewall but none of the other programs listed in that FAQ. I updated my video drivers, and on a whim I decided to mess with the program compatibility mode. Seting it for XP (SP2) seems to have fixed it, though every time I run the game now I get the Windows UAC message:
"Do you want to allow the following program from an unknown publisher to make changes to this computer?
Program name: X3TC.exe
Publisher: Unknown"
File origin: Hard drive on this computer
Not sure why it says that, but clicking "yes" loads the game and the overlay is available. I have UAC set to
"Notify me only when programs try to make changes to my computer (do not dim my desktop)"
"Don't notify me when I make changes to Windows settings".
Very strange, but I am glad it works now. Thanks for the help all, I appreciate it.

Strange that UAC is interfering with steamoverlayui.exe for TC and AP only.

With no OS compatibility modes set, have you tried launching the steam client with "Run as Adminstrator"?

It might be worth a try. In my experience, some applications will try and read from or write to protected areas of the registry or file system on first run or initialisation. If these areas are locked by UAC or security software, certain functions may fail.

By running as administrator you are circumventing some local polices for Windows7 that limit what applications have "interactive" access to, without direct input from the user. That's the main function of that pop-up box requesting permission, that we all love to hate on occasion.
