V9.0, unmodified, Wayward Scion Start. Bug Report: A common issue I have seen since V9.0. Providing a report with a save file in case you want to look into it.
The ship "[Trader] Godly Goods - Prometheus (HLW-344)" is responding with "engage" to harassment from a pirate Minotaur Raider. On paper, the Prometheus should be faster. Additionally - since this is a common issue I've noticed since V9.0 - the ship is equipped with Light EMP missiles specifically to try to prevent what is nonetheless happening.
The Minotaur is playing a cat-and-mouse game with its pursuer. The Prometheus enters travel drive, catches up, stops for no apparent reason... rinse and repeat.
I tested and reloaded the save a couple of times. In one case, the Prometheus got lucky. In the other 9+ cases, the ship wasn't even able to get close to the Minotaur. Issue occurs both, IS and OOS.

Does the target Minotaur have any missiles? That might explain the breaking off of attack by the Prometheus.

Not checked - but If he does, he is not using them. He is just withdrwaing from a battle that never happened and my Prometheus isn't even getting close enough for missile range bacause he constantly drops out of travel drive.

OK, I loaded the save. If I teleport to the ship as a passenger then at least the Prometheus gets close enough to open fire, but its plasma rarely hits while the target's tracking missiles and autocannon turret are hitting the Prometheus.
If I stay OOS, the Prometheus closes a bit but then pulls out of the chase for a while. This *might* be because (despite the 'Attack' response to harrassment) your anti-piracy fire authorisation override will not allow the ship to fire on a friendly ZYA ship, which the target is currently masked as. It may be that once exposed as SCA for whatever reason, the target chase might go better.
There's so much going on with apparently conflicting default behaviours IS/OOS, global/individual actions on harassment/attack, cloaked and uncloaked fire authorisation overrides, and the fact that Prometheus is not a Fight ship, etc, that I think a dev knowing the combat mechanics and code would have to help.
OR, it could just be this issue.

Thanks for looking into it. I'd say you got really lucky to see the Prometheus get into firing range. I only achieved this once in multiple tries.
The challenge that I see is that 'normal' behavior should be... use your travel drive until you get into firing range and then let's calculate the rest. My point is that in the majority of my attempts, the Prometheus won't even get close, despite being the faster ship. And this cat-and-mouse game is something I am seeing all over the place in this constellation. That's why I equipped the EMP missiles in the first place. I also tried interceptors - to no avail. Overall, somehow it does not feel right.
It's surely no game-breaker by a wide margin... but one of the many oddities I stumble across in this admittedly complex game that I devoted way too many hours of my real life to.
