Here are my modular ARG/QUE designs, Should have everything you need including housing for efficiency bonuses. Uses QUE housing and structural modules.

Power Plant + Ice Refinery + Farm + Pharma + Food = support for 100k pops in that area.
City holds 25k pops.
Megashipyard holds about 56k pops and does use the Argon universal storage mod. it just looks cleaner than the ARG L storage pieces.

The blueprints are based on the same core platform, so if you redesign from say a trade depot to an ice refinery, it wont rebuilt the entire station, just the pieces that change.
