Hello Egosoft.
I am a user with an RTX 5070 Ti graphics card. RTX HDR works in all games (in the NVIDIA overlay during gameplay, all RTX HDR settings sliders are active and functional).
However, in only one game — X4: Foundations — this feature is not active, even though it is enabled for the game in the NVIDIA App.
I would appreciate your help in resolving this issue.

Might be a case that Nvidia does not support the way X4 presents to the screen. Try different fullscreen modes.
As with all third party features, it might be best to contact the feature implementer as it is technically their problem that their feature is not working. If Nvidia has strong evidence that RTX HDR is not working because X4 is doing something wrong or that goes against industry standards then you can report that back here and the X4 devs will likely investigate from their end to see if it is possible to fix in the future. For all we currently know this could equally well be a bug with RTX HDR or how it gets enabled.

I have a 5070Ti also, running Windows 11, and X4 is working fine in HDR. As it did on the 3070 it replaced. No issues what so ever.
I run a "lean" version of the nVidia drivers - installed using "NV Clean Install" which removes a lot of fluff - but the game correctly goes into HDR mode, my monitor reports it, and the visuals between it on and off are vastly different.
Note: with some games, running "Full Screen" mode can disable HDR - not a clue why. Invariably (for me at least) running Windowed Mode in such games fixes this. For me, X4 runs just fine in Full Screen mode however, though I don't know if there are other factors at play. Might I suggest trying "Windowed" and "Borderless Window" modes if you're currently Fullscreen. See if it makes a difference.
One final thing. With my Monitor, that can do 165hz G-Sync, it ONLY supports HDR up to 120hz. So, if I set the refresh rate in Windows to 120hz or less (it's on 120hz now) HDR works fine in Windows and games. However, if I pump the Monitors refresh rate to 140hz or the full 165hz, it disables the HDR option in Windows entirely. For me HDR @ 120hz >>>> non HDR @ 165hz.
