Station Manger Has An Attitude

Howdy,

While I've recently found a workaround to the station manager controlling my ships (thanks Cycrow) I've discovered another issue....

Ships homebased to the HQ and controlled by the station manager do not go and buy resources for repairing ships. If I'm producing ships, stations or other equipment, all is good. In this scenario ships just sit at the HQ and don't fetch what's needed to complete the repairs.
