Yes VRAM is typically the dedicated memory allocated to the graphics accelerator. For discrete GPUs this will be the amount of memory they are installed with, but for integrated class GPUs this is usually some portion of the total installed RAM that is configured either by BIOS/UEFI or graphic driver.
X4 streams assets as they are needed and caches them after they are not immediately in use. As such VRAM usage should increase over time as you play and move around the universe. Eventually some limit should be reached that is some fraction of your installed VRAM, after which X4 will start to unload less used assets from VRAM to free up space. It is not practical for applications to use 100% of VRAM due to VRAM being a shared resource between applications, even a simple browser window requires some VRAM, so usually some limit less than the total VRAM is used, keeping some free for other applications.
