[REQUEST] Can anyone make custom faction?

Hello,

Can someone make a faction that uses ships and modules from all races (except Khaak and Xenons) and actively fights or even hunts the player? There was a corporation mod in X3TC that had this behavior.

Or maybye there is mod like this?
