HSAP and TOA Explained - Please

I've been combing through forum posts here and on Steam over this thing and it's killing me. I'll keep it simple. I finished the tutorial, went to Light Water, unlocked Light Water beta through a HSAP with 3 Relays. Flew into Light Water beta. Enjoyed the sights. Decided to live there. So, I found an explorer's guild rep, and said "I want a TOA Please". They said "To do that you have to first ... bla bla bla HSAP". But I ... just did that. I'm free to fly into Light Water beta with my ship any time I want, I can even schlep my HQ there, but I can't do any other "claiming" and can't build a TOA. Why? I can't find an answer to this question anywhere. Every forum post just says "Build the 3 Relays and fly through". Nothing else. I'm desperate here. Thank you.

In each game there are 2 sectors that are reserved and cant be claimed. These are the sectors thst also have gates leading to another sector.

Light Water is one of those

Just for future generations, are these sectors randomly selected per game, or is Light Water always impossible to claim?

The sectors are always the same.

However there are 4 of these sectors, and you only get 2 in your game. The 2 you get are randomly picked from the 4 available.

Your gonna lose that PHQ if you leave it in Light Water. Just a warning.

Light Water beta and Maelstrom beta are connected to (Unknown Enemy Sector) Kha'ak infestation sectors. That's what they are reserved for. The same is true for Sanctuary of Darkness. Both it's connected are Xenon infestation.

There will be a Kha'ak invasion from 4-5th day (or after opening a gate i am not really sure). So it's looks like interesting idea to place 30-40 laser towers with satellite near gate leading to Light water beta. This will constantly up your relation with Boron and Argon, lightly down your relation with Paranid and Split. If it's what you need.
Also its good to visit Light water beta with one of your ship and destroy their base, just to avoid future big Khaak ships.

I have never once seen anything bigger than a Corvette come from there. On the flip side of that, I took 4 capital ships in there once to try and wipe out Unknown Enemy Sector. (Just for fun) Didn't seem to have any affect on spawn rate. My ships last a good while, but eventually had to retreat as respawn waves happen too quickly. I did destroy the station though.

Sanctuary of Darkness is the same way. That one, as soon as the player leaves the entire fleet respawns instantly. At least it did on me. Had to get my TS out really fast that were scooping my lasertowers up.
