Reproduction workflow:
1) Load the relevant save file (https://limewire.com/d/xLdhD#sgcQeAO05P) and go to the terraforming menu.
2) Verify that the terraforming project "Water Power" supposed to improve the power output of the station by 50% has been sucessfully completed.
3) Go to the logical view of the terraforming station "GHQ (ILO-728)" and click on the energy cell production.
4) There you will see that the terraforming project "Water Power" did not improve the energy cell output for terran energy modules. This contradicts the description of the terraforming project supposed to improve power output by 50%.

I think that project means that any future terraforming projects on that planet will need fewer e-cells than would have been the case without it because of the provided planet-side power generation, rather than it increasing e-cell production at your PHQ.
