Я не знаю может так и задумывалось, но глупо как то прописать фракциям из чего и за сколько времени делается торпедная установка как S так M класса. но при этом не прописать что они владеют этой технологией.
В итоге получается что рецепт для фракций есть но из за того что не прописано что они владельцы технологии они не могут их производить и устанавливать на свои корабли.
