[#4780] 8.0 HF3 Escorts left behind when trading

In this quicksave I have recently improved my ZYA rep and queued up a bunch of trades with the Buffalo the player is standing on. The ship has 5 escorts with it. On load you'll see it's left some of them behind. This is the second time now, after I manually dragged in and deleted orders to make them catch up.

Some observations I've had while watching this:

-On approach to a new station, some or all ships may drop out of travel drive at around 50-70km from the station.
-Of those that stop, some or all may remain there at 0 m/s
-The rest will re-engage travel drive and catch up to wait near the trader while it docks.
-After it undocks and prepares to move to the next station, the stopped ships once again try to rejoin the formation.
-Sometimes when the trader leaves, it's half way across the system before the waiting ships even try to follow it. It can be actively docking by the time they engage travel drive.

-As a bonus, I once saw one fly into the side of the trader and get embedded in it, because of course it did.

Needless to say, this completely defeats the purpose of an escort. If the trader were attacked, some or even all it's escorts could be anywhere from tens of km away to entirely across the system. Even IF they decided to help (I'm not sure if they would, I didn't see any hostiles engage it), they'd have to travel all that way before becoming useful.

They should be with the ship already when it's leaving, not only thinking to join formation when it's in travel drive. And once there they should stay with it until it arrives. Sitting off to the side while it docks is fine but they need to be returning to it sooner.
