[DUP][#4719][8.00] Patrol mission does not show mission timer when entering the system

Patrol mission timers do not show their timer when you enter the system to patrol. It only shows up when undocking in sector.
Game version: 8.00 580735

Steps to reproduce

• Acquire a "patrol system" mission
• Be out of the sector to patrol (Save game at this point: Link
• Get into the sector to patrol
• Observe the mission statement (UI bottom left)

Expected result
You see the patrol mission timer going down.

Actual result

• No timer shows up.
• Workaround: Dock and undock in sector for the timer to show up.
