steamOS (steam deck & other AMDs) defaults to windows instead of linux version

I've noticed that on steam deck and other AMD devices with steamOS (both desktop and portable) X4 defaults to windows instead of linux version.

Is this by design (because most users will be from windows and so won't be startled when save games are missing), or something that should be fixed?
