[#4761] Resized plots flagged as unpaid

When a plot is resized to different but equivalent dimensions (e.g., 10x6x8 to 9x7x8), the 'buy licence' button is grayed out, assuming that the plot has already been paid for.

However, the plot still gets flagged as unpaid in the 'your plots' menu and eventually gets detected as such, triggering a reputation hit.

The only way I've found to clear this is to increase the overall plot size so that an additional fee is incurred, and to pay that. Although not a major issue in this particular example, this can be problematic if the plot is very expensive, already near full, near max size, or penned in by neighbors.
